Donor Questionnaires

Donor questionnaires are distributed annually to a selected group of governments and organisations. The criteria for selection include:
- Total expenditures on population;
- Participation in at least two of the three most recent donor surveys;
- Fair representation of all organisation types;
- Major players in the field.
Within the framework of the RF 2009 survey round, about 125 donors are sampled.
The donor questionnaires distinguish between:
1. Primary donors:
- OECD/DAC members;
- International foundations of independent means.
2. Intermediate organisations:
- Multilateral organisations;
- International NGOs (that receive income from primary donors or other intermediate organisations).
3. Development banks:
- The World Bank Group;
- The three regional development banks.
