The RF project's primary instrument to monitor global financial flows is the annual mail survey. The questionnaires used aim to collect data on financial flows for population activities at project/programme level in the previous fiscal year. There are separate questionnaires for donors and for developing countries and countries in transition. Depending on the questionnaire, the requested information includes the sources and flow of funds, type of projects/programmes, future commitments and self-generated income. Detailed instruction manuals that include definitions and guidelines accompany the questionnaires.
